Advancing Smart Cities: Richard Wong Completes Green Foothills Leadership Program with Focus on AI and Urban Transformation
Smart City CA USA (.org) is proud to announce that Richard Wong, a key advocate and leader within our organization, has successfully completed the prestigious Green Foothills Leadership Program. This 8-month advocacy training program culminates in a capstone project that addresses critical environmental protection and racial equity issues.
Richard’s capstone project, titled “Artificial Intelligence (AI) in Smart City,” highlights a crucial intersection of technology and urban development. His work emphasizes the United Nations’ vision of Smart Cities as a roadmap for citizens, communities, and governments to improve social structures.
“We can’t ignore or dismiss the social, economic, and political structures in which we live,” states Richard Wong. “Otherwise, social chaos occurs caused by imbalances in any of these three realms. The connotation of ‘Smart City’ further implies the use of Artificial Intelligence, and AI development would be at risk without leadership and governance.”
Key Insights from Richard’s Project:
The Governance Gap: While AI is increasingly integrated into cities globally, a lagging in leadership and governance can hinder social equality, justice, and inclusion.
San Jose’s Initiative: Richard’s project highlights the City of San Jose, California’s efforts to orchestrate a GovAI Coalition program to ensure equity and inclusion, while also noting challenges in ensuring participation from diverse communities.
The Power of Algorithms: Computer algorithms build social structures, and the power of AI often resides with elite corporations. Without effective leadership and governance, this poses a significant risk for social manipulation.
Richard’s primary goal is to create a consortium of mayors and elected officials from the Bay Area to address the readiness for AI leadership and governance. This consortium aims to ensure justice, equality, and inclusion for all citizens, improve the social-economic-political structures of Smart Cities, and enable municipal operations to be evaluated using AI. The initiative also seeks to foster inter-city collaboration for collective database solutions to common regional issues.
“The general population in any city must be able to understand, observe, and voice their opinions,” Richard adds. “Adaptation to the constant changes in our social, economic, and political structures requires people to trust the leadership’s knowledge and actions to successfully propagate AI for better social, financial, and political norms.”

His next steps include developing this consortium, identifying key stakeholders and influencers, and tailoring strategies to bring this vision to fruition.
