Richard L. Wong — Founder, CEO, and Executive Director. He brings decades of experience from ECS Design Inc. (energy-efficient construction and HVAC) to bridge technology with community needs. Richard Wong is recognized for his long-term entrepreneurial achievements, community leadership, and contributions to sustainable urban development in the Bay Area.

ECS Design Inc. (Energy Conservation Service Design Inc.), a San Jose-based licensed general contracting firm (CA #746472) specializing in design-build, mechanical, electrical, and energy-efficient projects. He has over 25+ years of experience in HVAC, construction, and engineering.

He also founded the nonprofit Smart City CA USA in 2020, focusing on economic development, environmental sustainability, mental health, and homelessness programs. Smart City CA USA (also known as Smart City CA) is a 501(c)(3) nonprofit organization founded in 2020 by Richard L. Wong in San Jose, California.

The organization works to develop human-centered smart cities in the San Francisco Bay Area. It integrates technology, policy, and community collaboration to address urban challenges while promoting sustainability, equity, and quality of life.
