What is a CIP and why are they important?

A Capital Improvement Program (CIP) is the long-range plan for implementing specific construction projects that produce improvements or additions to buildings, infrastructure or other real estate.  These projects will enhance the overall quality of life for citizens by modernizing the physical structures, conveyances, amenities, systems and services in the community.

Generally CIP projects are substantial and costly. However, the assets they establish, supersede, or refurbish will be in public use for decades.  Various CIP types include
